This lake branches off from Lake Kasumigaura.
It's smaller than Nishiura but still quite large.
Because it's long vertically, I think you can get a more impressive view if you look at it vertically from the bridge connecting the two opposite banks.
As it was a weekday, I got the dam card from the Lake Kasumigaura River Office. There are multiple locations where they are distributed, and the Suigo Itako Tourism Association in front of Itako Station seems to distribute them on weekends and holidays as well."
