i would suggest the Marine Room in La Jolla - right on the ocean to the point where waves will lap up underneath the windows - incredible view. the atmosphere is upscale, food is good and they can get out for under $150 with a decent bottle of wine included.

Another good one is the Marine Room located next to the LaJolla Beach & Tennis Club. You can request a table next to the window, and at high tide the waves will definitely splash the windows. We have watched the seals while eating dinner.
