"Built as a barracks in the 1920s, this building was known as Casa Blanca (White House). Shortly afterward, it was modified to serve as a hotel, and around 1929, it was converted into a market. It has a rectangular floor plan with four equally sized courtyards and a series of neoclassical columns. It is the city's most traditional commercial center, and despite being an old building, its layout allows for a large influx of people. Photographic records from 1991 show the main facade still retaining its pediment, which is now missing. Periodic and widespread rainwater leaks threaten the preservation of the roof's wooden structure. On April 15, 1994, it was declared a National Historic Monument by Official Gazette No. 35,441."
