I suspect it would have been a lot busier in better weather, but we had the place almost all to ourselves. Great trails, beautiful, and I mean BEAUTIFUL spots around the 'Tubs loop'. I wish we had a whole afternoon to enjoy it. As I said, I imagine this place is incredibly busy in nice weather, and it may take away from the experience, but for us, it was perfect. Absolutely free. Bathrooms are one step above an outhouse, but were clean. Hardly any garbage to speak of, and we picked up what little we saw. Well worth going to.
