Been here many times and usually its super busy. This time, maybe 10 people.

You have to pay to park and it varies where you park; usually by passport app ($6 an hour or $25 all day) or there are other places that are $15 if you can find the random lots. Its $30 at the pier.
There is a free parking garage located near a Starbucks somewhere (apparently it requires a short walk to the beach - we didn't try finding this) and free parking at Lori Wilson Park and Cherie Down Park."
