"The Palace of the Álava Provincial Council is located in the Plaza de la Provincia in the city of Vitoria-Gasteiz. It is the headquarters of the provincial government of Álava and also houses the General Assembly hall where its plenary sessions are held.
The building, in neoclassical style, was built in the mid-19th century for the location of the provincial institutions of Álava which, until that date, did not have a specific property for the performance of their activity.
The architectural project was carried out by the architect Martín Saracíbar, conceived with a semi-basement floor and a single axial floor, with two advanced lateral volumes with a square floor plan, lower in height than the central volume.
The project included a plaza in the front and gardens in the back as can be seen today.
It was officially inaugurated in November 1844, although it has undergone subsequent modifications to adapt the building to the various functions carried out in it.
One of the rooms of the new palace house was used as a gallery of paintings, mostly of a religious nature, from the exclaustration of the convents of Vitoria, becoming the first museum in Vitoria
