What Travellers Say
Reviews Summary
Tops Lookout is praised for its stunning panoramic views of Cebu City, especially the breathtaking city lights at night. Visitors appreciate the renovated ambiance and the option for casual dining with a view. However, some find the multiple entrance and viewing deck fees to be a bit excessive.
"Nice spot. Very beautifully created, the stairs, the flooring - it's all gorgeous and fits the ambiance. The view is super nice. But there is not much to do here but eat. I strongly recommend making this part of a larger day where you visit some of the other Great sites up this mountain like Sirao and Little Kyoto. That way you make better use of the long drive up here. Half hour looking at views, then get food, then go to the other sites!"

"Our family visit to Tops Cebu was a lovely escape into the hills. We arrived around 6 PM, riding their shuttle bus—fare was ₱200 per person, which already included the entrance fee. The ride was smooth and scenic, setting the tone for a peaceful evening.
Though we missed the sunset and mountain views, the city lights more than made up for it. As night fell, Cebu sparkled below us like a sea of stars. For an extra ₱50 each, we stepped onto Sky360, where the view felt even more magical—quiet, vast, and full of wonder.
It was a simple yet memorable moment for our family. If you're looking for a serene night spot with a panoramic cityscape, Tops Cebu is worth the visit."

"This place is relatively new. Pretty nice. It is a series of shops that surround a plaza overlooking Cebu City. Entry is PHP 100 per head. Parking is another PHP 50. I don't get why they still charge an extra PHP 50 to go to the rooftop viewing deck. Why not include that at the entry?"

Experiencing the Views: Day vs. Night
However, it's the night view that truly steals the show for many visitors. As darkness envelops the city, thousands of lights begin to twinkle, creating a breathtaking panorama that resembles a sea of stars. This strategy ensures you experience more of what the area has to offer, making your trip more memorable and efficient.
Remember that Tops Lookout itself is primarily an observation point with dining. While the ambiance is pleasant, the main activity is soaking in the views. Planning complementary stops ensures you have a well-rounded adventure in the hills above Cebu City.
