There are no bins but plenty of benches on the ground to take a break or observe the view. Then there is an elevated platform to see the view without the fence. Though be aware that the elevated platform has steps and no ramp or lift.
I would definitely recommend visiting the Yukemuri Observation Deck if you want stunning views of Beppu. Though if you're walking, be aware that it's quite a hike on a steep road."
