We visited it at the peak of the bloom. It was so beautiful to be able to walk along the canal with cherry blossoms hanging low just above our heads.
The boat ride requires reservation in advance and tickets are often sold out soon. We did not get to ride the boat but honestly it want a bad thing. I actually think, in hindsight, walking is better than boating for it gives you more time to linger and ponder under the trees.
