"If you are taking green bus route then there is hiking involved. it takes around 45 minutes to reach the top. It's beautiful and you can go to another observatory named koyodai observatory from here( it takes around 10 minutes).
If you want to skip hiking, I suggest to go to koyodai observatory first(maybe you have to take blue bus) and then go to sanko dai panoramic view and for going back use the same route."
