The tower is a solid, ten-meter-high cylinder, defined externally by a masonry wall constructed from overlapping regular stone courses. A string course divides the building into two levels. The actual turreted structure stands on a truncated cone-shaped embankment, directly lapped by the sea. Three gunports face the sea.

Its primarily defensive function protected the coastline of the Insula di Sant'Andrea, the Molfetta area still confined within the late-medieval walls, from the Cathedral to Cala Sant'Andrea. The massive walls reach a thickness of five meters, gradually decreasing as they approach the attic.

The construction was commissioned, as sources attest, by the nobleman Herricolo Passari to complete the defenses of his palace in 1512. At the same time, the turreted structure was intended to improve the city's wall system; in fact, its construction was strongly supported by the Universitas. The building was initially intended to be merely a gunboat, but soon, coinciding with frequent Saracen pirate raids and Frankish invasions, it became a watchtower. Although it is a modern construction, its iconography revives the much older "male" model, popular during the Angevin period.

Since 2003, the building has housed the Center for Contemporary Art, an innovative exhibition space. Its history began in 2002, when the tower was restored by the Municipality of Molfetta as part of the general redevelopment project of the city's medieval center. The work uncovered the original structure, with two entrance halls and a large circular "tholos" cave."
