"Saaremaa's highest cliffs can be found on the north coast near Panga. The Panga Cliff is the highest point of the three-kilometer-long cliff coast at 21.3 meters. In earlier times, this was a sacred place where people made offerings to the sea god. A beautiful place with wide views, but the cliffs themselves are difficult to see (because you are standing on top of them of course). A boat trip is the best option to admire the cliffs. Fortunately, there is also plenty to see in the forests of the small peninsula, such as the remains of the military presence of the Soviet army."
