"As others have said, walk up to the small hut next to the boat ramp and just hand them 20 Egyptian pounds as if you’re a local and they will wave you through. In my many rides they never actually gave me a ticket, just told me to go on. There ferry is easy and doesn’t take long, maybe 10 minutes across the river or something like that, running diagonally up the river just a bit (south-ward). Overall the ferry service is nice and I was glad to have it.
Horse carriages and taxis from the ferry point to Luxor temple, Karnak temple, or anywhere nearby should cost no more than 50 Egyptian pounds. They will try to charge you much, much more, of course but I found 50 pounds to be reasonable.
Note: if going from the area around Thebes Restaurant on West Bank to Luxor Temple area, you can pay a private boat to take you straight across the river (much more quickly!) for 100 pounds, saving yourself the walk to the ferry, the 20 pound ferry, 50 pound horse carriage ride, and the almost guaranteed harassment by horse carriage driver for a 150 pound tip. Watch out for scammers all around every dock."
